Can I offer a discount for a review?

No. Google prohibits incentives and will filter or remove what it catches. Ask instead at the moment the customer is happiest, which is the ten seconds after you show them the finished work. Reviews bought with a discount also read as generic, which helps nobody.

What about the bad one I already have?

Answer it in three calm sentences with facts and no argument, then bury it with volume. A one-star sitting eleventh on a list of forty reads as one difficult customer. Sitting second out of six, it reads as a pattern.
